This article analyses the evolution of Brazilian foreign policy identifying the lines of continuity and change, between 1985 and 2000. It argues that the lines of strength of Brazilian foreign policy were formulated before democratization, including the period of the military regime. However, priorities have been reorganized, leading as a consequence to the implementation of different strategies, according to internal and external changes. The foreign policy of democracy is therefore characterized by the changes in continuity.
