Abstract

FREITAS, Jeane Silva de  and  LACERDA, Jan Marcel de Almeida Freitas. Facilitative mediation of international organizations in conflict resolution: An analysis of the UN and the AU role in the conflict between Sudan and South Sudan. Relações Internacionais [online]. 2016, n.51, pp.89-106. ISSN 1645-9199.

This article aims to discuss the effectiveness of facilitative mediation of the United Nations (UN) and African Union (AU) in resolving the conflict involving Sudan and South Sudan, taking as a basis for analysis the case studies in Jonglei and Abyei, between 2011-2012. It is argued that this mediating role impacted considerably in the negotiations between the Republic of Sudan and the Republic of South Sudan, since: i) realized a ceasefire in hostilities between the warring parties, especially in border regions between the two Sudanese states; ii) an active effectiveness on the part of un peacekeeping operations and regional support of the au, to ensure civil protection and humanitarian aid in the face of escalating violence in the region; iii) the establishment of the most significant agreements on outstanding issues, especially when it referred to the creation of a demilitarized zone in Abyei. Thus, it analyzes the UN mediating role while solving means of conflict by peaceful means, against those outstanding issues arising from the Comprehensive Peace Agreement (CPA). Therefore, the methodology employed was deductive and qualitative, with historical comparative and case study procedures. It pointed to its successes and failures in the conduct of the mediation process in conflict and peacekeeping in warring areas, especially in terms of humanitarian impact on the ground.
