Abstract

This paper discusses the influence of the factors from systemic, domestic and individual levels on Brazilian foreign policy making, in particular the goal of Brazil's international projection during the two terms of President Lula da Silva (2003-2010). The argument developed emphasizes the importance of carrying out a multilevel analysis in order to understand Brazilian foreign policy making, in a moment characterized by changes in the international and domestic systems as well as in the government leaders. All of these elements were crucial to the recovery of the «Brazil power» ambition.
