Abstract

Through inductive content analysis of selected European Union (EU) maritime related strategies (macro and regional) this article intends at identifying the core elements underlying EU’s strategic thought towards the oceans between 2004 and 2016, and to what extent these contribute to the assertion of the EU as a global player. Our findings identify four main strategic elements: internal consolidation; maritime security; blue economy; and normative action. These are intertwined and bonded through cooperation and coordination; level of knowledge; innovation and technology; and environmental concerns. We conclude the strategies assist the EU in its path to global leadership, for they provide an identity and identifiable way of action which is consistent throughout the strategies.
