Different views and dissimilar perceptions about maritime security and its fundamentals impact directly on individual States will to engage in multinational operations. These are then dependent on voluntary contributions which makes it difficult to assess whether the needed resources will be available to cope with the stated requirements, and sets a demand for managing solutions that are capable to trigger the motivation needed for a joint action, taking inhibiting variables away from the equation.
