Abstract

The main focus of this paper lies on the diplomatic action of José Relvas in Madrid, in view of the need to lead the negotiations of the Treaty of Commerce and Navigation between the two Iberian countries. Signed in 1893 with the term of twenty years, this trade agreement would be denounced in 1913 if both governments did not agree under the terms of renewal. The political instability resulting from monarchic incursions organized from Spain as well as the lack of sympathy that some Spanish political sectors showed by the Portuguese republican government, made it difficult a positive understanding for the economic agreement in the peninsula. José Relvas as plenipotentiary minister occupied a prominent position in the conversations between both countries, being his action what this paper seeks to underline.
