This article intends to relate and articulate the Wilsonian concept of self-determination, the way it was received at the Versailles Peace Conference and how this resulted in the mandate systems with the main positions of the Portuguese delegation as well as its impact in Portuguese foreign policy. Though in Versailles the continuity of the Portuguese empire was assured, Wilson's internationalist vision gave birth to new challenges and obligations to Portugal, not only because it was of paramount importance to participate in the new international institutions – the League of Nations and International Labour Organization – but also because of the need to react to the new supervision tools these new organizations implemented.
