Ever since 2000 the Middle Empire has been disclosing its strategy for Africa in the declarations and action plans of China-Africa cooperation forums, as well as in texts on African policy. France, backed by its colonial past, and the ever-bellicose US, seem surprised by China's success. In 2017, the installation of a Chinese military base in Djibuti inflamed the rivalry with the US. The event, however, should provide an opportunity for reflection on the maintenance of foreign military presence in the Horn of Africa and Africa in general.
