The pace of use of the oceans by humans is far exceeding the pace of consensus that humanity is achieving in international forums. This divergence of rhythms is putting the oceans on a dangerous route that can generate excessive environmental, social and economic tensions, with unpredictable consequences. Some signs of overuse of the oceans are already clearly identified, in plastic “islands” that exist in all oceans and in the extreme indices of coastal pollution, identified in the Pacific Ocean and the Asian Indian Ocean, as well as in the Gulf of Guinea and in parts of the Pacific Ocean in Central America. Using the mechanisms that led to the creation of space-oriented agencies, countries that use the oceans the most should consider creating or upgrading national agencies for sustainable development across oceans, seas, lakes and rivers.
