Abstract

SANTOS, Paula Borges. The rejection of a Chilean refoundational Constituition. Relações Internacionais [online]. 2023, n.78, pp.81-94.  Epub June 30, 2023. ISSN 1645-9199.  https://doi.org/10.23906/ri2023.78a06.

The Chilean referendum of 4 Setempber 2022 and 7 May 2023 election results: exploring factors behind the rejection of a refoundational Constituition. After having unequivocally rejected the text of a new constitution, in the referendum of 4 September 2022, Chileans chose to assign the majority of seats for the Constituent Council, in the election of 7 May 2023, to the Republican Party, led by José António Kast. These results signify significant setbacks for Presidente Gabriel Boric’s government. This article presents four main reasons that explain this reality: disillusionment with the work of the Convention and the radical nature of the proposed Constitution drafted in that institution; dissatisfaction with the institutional design established for the second phase of the constitutional process; the rules chosen for the two elections; and the existing security crisis that had eroded the electorate’s trust in Presi- dent Boric’s government.

Keywords : constitution; constitutional process; Chile.
