Abstract

In Buenos Aires city (Argentina), a system has been in place since 2013 for the inclusion of informal collectors of recyclable waste (here called "cartoneros") in the official waste management. Due to its characteristics and scale, this system surpasses any other existing experience in other cities in the world: 12 cooperative organizations that bring together more than 5,500 urban waste collectors have, throughout the territory and at their sole charge, both the differentiated collection of dry or inorganic waste, such as its conditioning through the management of facilities known as "Green Centers", being also independent in the way they commercialize recyclable materials with third parties. This article provides details on the origin and main characteristics of this system and analyzes some aspects related to its vulnerability.
