Since the 1990s, ICTs have been recognized as enablers of development and poverty reduction all over the world. However, there are many factors that can make this role impossible. The objective of this document is to review the degree to which people in poverty from the municipality of Aguascalientes have appropriated ICTs to obtain sustained income in the labor market. For this, we use a mixture of qualitative and quantitative methods. We conclude that the appropriation of ICTs of people in poverty from the municipality of Aguascalientes is hardly basic, which prevents them from obtaining an income in the labor market through them, since, for the most part, they do not require the use of ICTs in their jobs and their digital skills are minimal.
