This text considers the territory as a space in constant transformation, driven by the actions of different actors and the interactions they maintain among themselves and with others within an open system. It assumes prospective methodology as a useful approach to understand the game of actors within a specific system, capable of contributing to the collective construction of a vision for the future. The main goal is to present and discuss a ‘case study’ that highlights the use of strategic foresight as a useful methodology for decision-making by municipal actors within the framework of their cooperation. It emphasizes the components and conditioning factors of these relationships at different times of action. Methodologically, it presents the strategic analysis of actors, operationalized through the MACTOR method (Method Actors, Objectives; Relations of Strength), thus identifying the games and power relationships among actors within the municipal relations system of the analyzed territory. The results highlight the key factors of the Alto Alentejo cooperation system, which actors can consider in adressing the challenges posed by new public policy models, particularly the need to undertake multilevel, multisectoral and multiscale actions for the desired change, emphasizing the role of centralized cooperation authorities, namely, the Alto Alentejo Intermunicipal Community or the Alentejo Regional Tourism Entity, in this context.
