This article deals with the areas of preservation of cultural heritage of the city of Pelotas and its importance as a tool for preservation of areas of the city intended for historical, architectural and cultural memory. Such zones were delineated following the process of training and urban development of the city, and these define and give value to landscapes considering the surroundings and cultural aspects that make up the whole city. Herein, we analyzed how was the process of urban change in the historical center of Pelotas and implications based on historical, social, economic and political context.
