Abstract

FRAGO, Lluís. Hopes and limitations of Catalan urban planning: the case of Llei de Barris (Neighborhood Law) in middle size cities (2004-2014). GOT [online]. 2016, n.9, pp.139-159. ISSN 2182-1267.  https://doi.org/10.17127/got/2016.9.006.

This article examines the characteristics and effects of the Llei de barris in Catalonia since its adoption until the present time. The Llei de barris is a good example of the new logics within urban planning in middle-size cities. This law is driven by the Catalan Autonomous Government that, using European Union funds, attempts to provide a budget support to small and medium cities to settle problems of urban character, with special emphasis in historical centres and suburban neighborhoods with high levels of social marginalisation. Despite the expectations, this experience presents limitations, some of them linked to the same ambition of policy and other arising from current economic and social crisis.
