Due to climatic conditions which favor the rainy shortage in the northeastern hinterland was characterized by regional political base as feasible from an economic point of view. Thus, the drought phenomenon was widespread territorially seeking to ensure the interests of local politicians, through federal investments. Such actions encourage the demobilization of the hinterland and the loss of the sense of identity with the place, a fact realized in the city of Quixeramobim in Ceará, where he gave empirical analysis. The loss of backcountry spatial mode of production is an assault on historical and cultural formation of Brazil, should is included in sustainable environmental practices that contextualize the drought beyond its climate bias, but above all political, enter public policies not homogeneous and act in man's identity reconstruction with their environment.
