The urban occupation, and the spatial planning system evolutions, are a strong expression of the changing political, social, cultural and economic observed in recent decades. A developmental milestone associated with urban sprawl has given way to another of consolidation in a new societal and economic model. Planning, as a public policy aiming for the legacy for future generations, is responsible for safeguarding equality and redistribute the value captured on the transformation from rural to urban uses, valuing natural capital and enabling payment for ecosystem services. Transfer development right mechanisms, acknowledged in the law, could be the regulator instrument for this territorial balance and new development inducer.
