In this investigation we intend to carry out a preliminary analysis on the operational articulation existing between the professional fire brigade and the six volunteer fire brigades, which coexist in the territory of Vila Nova de Gaia. The aim is to identify weaknesses and make a proposal to optimize the effectiveness of the assistance provided, as a contribution to the greater efficiency of the municipal civil protection system. In this study a diachronic analysis of the organizational evolution was carried out, as well as the characterization of the fire brigades of Vila Nova de Gaia. We found difficulties of articulation between the professional fire brigade and the volunteer fire brigades being the main one, the lack of a centralized telephone center and the rigid definition of areas of operation. According to current legislation, the professional fire brigade has, as a priority area of action, the entire municipality of Vila Nova da Gaia. The volunteer fire brigades have a defined area of their own. We found the most significant type of occurrence, health care, the fact that each fireman on average had 51 occurrences per year and that the average cost of each occurrence was 67.94 €. The amount that the municipality transferred to CBSPC - Gaia, only to remunerate human capital, is 7.2 times higher than the value transferred to the six voluntary fire brigades.
