Focusing on leadership, this study aimed to identify the contingencies and requirements inherent to the process of implementing a program for Priority Education Intervention in a school cluster. Specifically, it sought to capture the heterogeneity of change logics and to identify ways of subjective appropriation of pedagogical and organizational leadership. The results reinforce the idea that implementing a new program has a holistic complexity, implying the presence of multiple integrated leadership strategies. The paper discusses the results in light of the initial theories, with emphasis on the logic of accountability and some signs of organizational 'Balkanization'.
