Abstract

Considered one of the poorest countries in the world, a significant part of the population of Mozambique remains without access to decent housing and basic infrastructure, as electricity, water and sanitation. Created in 1995 with the aim of to supply the severe housing deficit and to ensure better living conditions, the Fund for Housing Promotion opened a window of opportunity especially for groups with lower resources and young couples and, from 2010, also for state officials / agents and former combatants. 25 years after its creation, we make a balance and critically and reflexively analyse of the interventions developed with the support of the Fund at the level of the Metropolitan Area of Maputo, in order to understand their role, identify the main beneficiaries and evaluate their impact on access to decent housing by groups with lower resources. The analysis is supported by recent fieldwork carried out under the project “Africa Habitat: from habitat sustainability to the quality of inhabiting on the urban margins of Luanda and Maputo”, as well as in previous researches and experiences, both in terms of research and professional practice, crossing different approaches and perspectives.
