Essentially based on the author's doctoral research, this paper analyzes the representations of non-EU migration stemming from the discourses of the main political and social actors engaged in the construction of the “EU Framework for the Integration of Third Country Nationals”. It focuses on the discursive specificities characterizing Brussels' “elitist” and “politically correct” context, the most important consequence of which is the production of “proactive” and not openly negative representations of immigration, based on the paradigm of “active citizenship” rather than on the ideas of “lack” or “shortage”. In spite of this difference, the paper highlights the fact that a combination of Eurocentric and selective assumptions still underlies such discourses and analyses them.
