This article discusses conceptual changes in the provisional plans for the Instituto Nacional do Livro Enciclopédia Brasileira in the 1950s. It compares the two most important preliminary plans - the 1937 and 1957 versions - and presents the analysis and debates surrounding the concept of modernization current in the 1950s, which distanced themselves from earlier perceptions of the meaning of “national”. What had been previously understood, in the 1930s, as an emphasis on specific national features began, in the 1950s, to address the exteriorization of Brazil through the production of a universalist work which had implications for university curricula.
