Abstract

According to sources at the Lisbon’s City Council Historical Archives, the study of the royal documents received by the city of Lisbon between 1565 and 1585 allowed us to look into the connection between the central and local power for twenty years. We confirmed that the monarch interfered in the ruling of the city of Lisbon, nominating the local administration officials and therefore a non-royal official who would act as a mediator between the two powers. This official, the governor of the city of Lisbon, was nominated for the first time in 1572 by D. Sebastião and, in 1585, D. Filipe I made it an official position, asking the governor to swear an oath in the royal chancellery
