This paper presents an investigation about the action of the local government against eventualities in Atlantic ports. Through an analysis of the municipal documentation of Lisbon and Tenerife I have made a comparative study between both territories during the 17th century. Based on the action of the members of the local government, I analyze the mechanisms used to solve the threats and the interests of the oligarchy. In the same way, I analyze the consolidation of communication channels between different administrations, whether Castilian or Portuguese, as an essential element to preserve security and supply. Finally, this study will explore the connections that were forged between local governments dependent on their transoceanic ties from the perspective of the analysis of the Portuguese elite that became part of the Tenerife Regiment and the ties they built with other Portuguese Atlantic administrations.
