This article is intended to address the phases and stages of the hiring process within the Public Administration, through a general and systemic view of the process, linking with the administrative theory of the PDCA cycle in the administrative process and the obligation to respect the and legal certainty. In addition to theoretical reference, the practical case of the process of quality in contracting applied in the Municipality of Jaboatão dos Guararapes, located in the Brazilian Northeastern state, Pernambuco, is addressed. Concepts of planning, observance of legality in hirings, as well as the main norms and jurisprudential understandings about the bids and contracts focusing on the stages of the contracting process will be approached.
