The paper presents a study on the realization of basic social services of the public power by the non-profit sector as a neoliberal policy that impede the national development. It begins by addressing the Economic Constitution and the Welfare State, and continues to show the rapid growth of the non-profit sector and the partnerships - focused on providing essential public services - established between the non-profit sector and the Public Power in Brazil in recent years. It identifies the path of Brazilian public policy towards a direction contrary to development and exposes this interconnection and involution, besides addressing bureaucratic administration, its efficiency and the implementation of this model in Brazil. In the end, it is advocated the realization of basic social public services directly by the Government as a necessary measure to achieve development. The study was done using the deductive method from bibliographical and documentary research, having as theoretical reference the theory of bureaucratization of Max Weber and the work of the philosopher André Barata, responsible for introducing the Welfare State as an instrument against austerity and guarantee to get out of the crisis.
