Disasters figures as a recurring theme in the contemporary world, due to the magnitude of natural phenomena and the severity of damage caused, with increasing losses, including human lives, destruction of social and economic infrastructure, plus significant damage to natural and artificial environments.

Scientific studies indicate that human activities are the main cause for climate change and increased “disaster risk”, which creates new risks, aggravates vulnerabilities and damages’ potential, especially in urban areas of developing countries, such as Brazil, where mortality and damage are proportionately larger.

This article proposes a study on disasters in Brazilian’s urban context and its inevitability in the 21st century, through investigating the concepts of disaster risk and vulnerability as well as disaster from a social perspective; analyzing vulnerability mitigation to prevent or reduce future damages; electing the prevention principle for addressing the risk of disaster and highlighting the importance of the Law in this regard, as a public policies tool for disaster risk reduction and to ascertain the responsibilities of the stakeholders involved.
