The main content of this paper refers to the slow and difficult evolution of the provisions of the Common Foreign and Security Policy in the European treaties. The object of study is temporarily limited to the two most important events that have decisively marked the course of the European Union, such as, the Intergovernmental Conference of 2003 and the Intergovernmental Conference of 2007, which transferred a large part of the content of the failed Treaty to the European Union’s primary law. The analysis is based on a legal and historical approach, to highlight the progress in the matter and suggest reforms that could strengthen the foreign policy of the European Union in the near future.
