Abstract

The article aims to bring to the discussion the issue of urban violence with an emphasis on Human Rights and Citizenship. In the first part there is a reflection on violence from the perspective of Human Rights and Citizenship, focusing on the urbanization of cities as a variable associated with urban violence, emphasizing the tension that exists between violence and social deficits, putting the city of Manaus in perspective , in the state of Amazonas. Subsequently, brief considerations are made about prisons, poverty and social exclusion, from a historical conception and the implications of poverty and its relation to social exclusion, which culminated in the first roots of Penitentiary Law and the birth of prisons. Next, it is about the reality of prisons in Brazil whose consequences have been massacres and rebellions. It ends with a discussion on Human Rights and Legal Guarantees in the Execution of the Private Prison of Liberty, focusing on the constant violations of the rights and legal guarantees of those under the tutelage of the State. It is concluded that prisons have been the answer to the absence of public policies, not only in public security, but in other areas, and have become a space for torture, social inequality and state repression. In addition, there is an interrelation between the failure of the prison system and the existing economic model, pointing to the pressing need to review the model of economic and social policy currently implemented in our country.
