The purpose of this work is to analyse the Joint Note of the Council of Europe and the European Union Agency for Fundamental Rights, as a explanatory document on the use of international regulations in line with universal rights for the proper application of these at the juncture of COVID-19. To this end, the current situation in frontiers, the protection of health in practice and the vulnerability of minors have been studied.
