From the analysis of the Law system as a communicative system, one can perceive the complexity of the phenomenon of the Financial Constitution. This is taken as the structural coupling between Politics and Law and, in its organic functioning, directly irritates the system of Economics. It is from this view that the normative communication of the Financial Constitution occupies the central role of the state structure that the present work presents itself in the sense of evaluating the value of the Constitution from its interrelationship with society, with normativity and with the classics. To construct the reasoning, theoretical-explanatory methodology was used, specifically with the counterposition of theories and the extraction of the main meanings of each of them to reveal what would be the Financial Constitution.
