The study of social policies in Latin America has analyzed the institutional continuity-discontinuity process along the political-economic changes between models of international insertion. In this article, we examine the applicability of historical institutionalist analysis as a tool to understand the social sector policy sequence format in the Brazilian and Uruguayan cases between its beginnings and the 2010s.
