Currently, civil defense is among the aspects that make up the notion of State security, operating in an environment whose security challenges are characterized by their diversity and volatility. However, the first records of civil defense systems sought to be a response to belligerent conflicts between nations, aiming to safeguard the protection of their populations and their cultural heritage. The evolution recorded in these models came from the awareness that other types of risks, such as disasters and natural calamities, were also sources of danger for human beings. Using the programs of the constitutional governments of the Third Portuguese Republic, this article is dedicated to the analysis of the civil defense model in Portugal, studying its evolution through the main reforms and measures adopted, the events that led to the changes in the civil defense system and also the main contributions to the national civil defense activity.
