In recent years, in Portugal, the process of decentralizing competences in education has been the subject of a wide debate. However, until the present days, it has not been possible to reach a comprehensive consensus regarding the reality and specificities that embody it. The objective of this work is to analyze the perception that the main actors, at the municipal level, have of this process. The methodology adopted has a qualitative nature, through the case study of the Municipality of Covilhã, those involved in this process of transfer of competences having been questioned, through semi-structured interviews. The general perception of the surveyed individuals is that this process can be characterized as extremely positive, although there are still some aspects that can be improved and the lack of financial resources to face the new responsibilities assumed has been highlighted.
