The reality of Early Intervention (EI) in Europe takes on different facets in different countries. More specifically, the asymmetries from region to region, both in Portugal and in Spain, in terms of Early Intervention practices, have become more evident, leading to a need to create a common frame of reference. It is in this sense that two books have been published, through the Associação Nacional de Intervenção Precoce (ANIP) and the Federación Española de Asociaciones de Profesionales de la Atención Temprana (GAT): to develop a guide for EI professionals to guide and disseminate IP practices in both countries.

The objective of the present study is to characterize, in a comparative perspective, the EI in the two countries, looking for points of intersection, revealing a possible similarity between two societies that are so geographically and culturally interconnected.

It is a qualitative investigation in which the study method chosen was the case study. This is based on an essentially descriptive and analytical methodology in which a historical description is also used, as events and institutions related to IP that have influenced societies are analyzed.

The instruments and techniques of data collection (interviews and bibliographic and documentary research) and the techniques of data analysis (analysis of the content of the interviews, analysis of internal documents and the analysis of the content of the manuals related to IP published in Portugal and Spain) allowed ascertaining similarities, specific nuances, but also differences in the area of Early Intervention in these two countries.
