This article describes the research that is part of deepening exercises in the context of Human Rights Education, focused on public management focused on groups of ex- combatants of the Revolutionary Armed Forces of Colombia FARC after the signing of the peace agreements. , with the aim of facilitating the application of methodological tools that allow strengthening agency capacities in project management, developing methodological instruments such as intervention protocols. The qualitative research answered the question: How is the agency capacity for project management strengthened in reincorporated from the Territorial Space for Training and Reincorporation ETCR "Dagoberto Ortiz" in Monterredondo - Miranda - Cauca and its new areas of group reincorporation?, a question that problematized the difficulties and opportunities facing management, as elements of agency capacity in the process of economic and social reincorporation. The research was framed within the capabilities approach and the Amarthya concept of agency Sen and Martha Nussbaum, the theory of constructivism according to Vygotsky's zone of proximal development and was mainstreamed from the human rights education of the reincorporated in their exercise as new citizens. The results were: prioritization of economic rights and freedoms with productive and organizational projects, from the particularities of the context, the realities of the transition and the needs of the population in reintegration; rights that for reincorporation meant and dignified their condition as new citizens and were the starting point to generate progressivity and continuity from the perspective of education in and for human rights, additionally, the need for the generation and use of applications was specified. as information systems that lead to the use of ICTs for agency by the reincorporated.
