Abstract

Introduction: There are international cooperation networks composed of public security institutions for the promotion, prevention and repression of transnational organized crimes, which need some factors to function properly. Goals: To analyze the perception of reliability of Federal Police attaches in sharing information with actors from similar international institutions, in support of crime investigations. Methods: The research is characterized as descriptive, transversal with a qualitative approach. By census sampling, virtual interviews were conducted with Federal Police attachés from 16 countries, with the support of a semi-structured script. Data were transcribed and submitted to content analysis, with some categories established a priori and others a posteriori. Results: The counterparty's reliability perception is only realized when the information is classified as sensitive, and is suppressed when the institution has a good reputation. The attache's physical presence was extremely important, especially in interactions with reliable actors from institutions whose reputation is negative. There was a variation in the analysis criteria for the perception of reliability adopted by the attachés referring to competence, integrity and benevolence, integrity being the criterion prioritized by the mode. Conclusions: The attachés' perception of reliability influences the investigation of crimes, by increasing the willingness to share counterpart information and promoting its availability and quality. The qualitative approach contributed to the deepening of the perception analysis on the relationship of reliability and information sharing, as it allowed detailing and examples of cases that supported the creation of thematic categories.
