Russia invaded Ukraine on February 24, 2022, unleashing a war with no end in sight. In July of the same year, the board of Political Observer - the former Portuguese Journal of Political Science decided to publish a themed issue on the subject. The wide reception of articles, their quality and the importance of the topic meant that the board decided to publish two successive issues on the War in Ukraine for the year 2023. Given the relevance of the topic and for future reference, a first essay marks the times, present, past and future of the context of the war.
In this first volume, which covers the first half of the year, articles have been grouped together that try to unravel the war scenarios. Whether it’s predicting Russia’s future or considering Euro- pean responses to Ukraine’s nuclear idiosyncrasies. We would like to thank Professor Armando Marques Guedes and General Isidro de Morais Pereira, as well as Dr. Adérito Vicente for these important contributions. In addition to these first articles, there is also an analysis of the Wagner group and a general article on the affirmation of Ukraine, in order to respect the journal’s tra- dition of publishing studies by young political scientists who are still in training and who seek to assert their analytical capacity. The articles co-authored by Carla Conceição da Silva Ferreira, Oleksandra Kostiuk, and Yegho Preisigke Luxinger Rodrigues, and Joana Barroso Magalhães were chosen.
At the end, exceptionally, we published a report by Professor Andreas Umland, an analyst at the Stockholm Center for Eastern European Studies (SCEEUS) at the Swedish Institute of In- ternational Affairs, with the suggestive title: How Can the West Help Ukraine: Three Strategies for Achieving Victory and Ukraine’s Rebirth, which we feel deserves to be shared between us.
Finally, a special thank you goes to My Dog Sighs, aka Paul mydog, a street artist who once again provided us with the cover image, an expressive image of the feelings of pain and anguish that this war is bringing to the people of Europe. Without the support of Professor Patrícia Oli- veira and Dr. Pandora Guimarães, this issue of the magazine would not have been possible. We would like to thank them all.
Cenários de Guerra
A Rússia invadiu a Ucrânia em 24 de fevereiro de 2022, desencadeando uma guerra ainda sem fim à vista. Em julho do mesmo ano, decidiu a direção da Political Observer - former Portuguese Journal of Political Science - realizar um número temático sobre o tema. A ampla receção de artigos, a sua qualidade e a importância do tema, determinou que a direção tenha acordado que sejam publicados dois números sucessivos, referentes ao ano de 2023, sobre a Guerra na Ucrânia. Dada a relevância do tema e para memória futura, um primeiro ensaio, marca os tempos, presen- te, passado e futuro do contexto da guerra.
Neste primeiro volume, relativo ao primeiro semestre, foram agrupados os artigos que se dedicam a procurar desvendar os cenários de guerra. Seja, prevendo o futuro da Rússia, seja, pensando as respostas europeias às idiossincrasias nucleares da Ucrânia. Agradecemos ao Professor Armando Marques Guedes e ao General Isidro de Morais Pereira, assim como ao Doutor Adérito Vicente estes importantes contributos. Juntam-se a estes primeiros artigos, uma análise do grupo Wagner e um artigo de pendor generalista sobre a afirmação da Ucrânia, para respeitar a tradição da revista de publicar estudos de jovens cientistas políticos em formação e que procuram afirmar a sua capacidade analítica. Foram escolhidos os artigos, em co-autoria de Carla Conceição da Silva Ferreira, Oleksandra Kostiuk e Yegho Preisigke Luxinger Rodrigues e de Joana Barroso Magalhães.
No final, a título excecional, publicamos um relatório produzido pelo Professor Andreas Umland analista no Stockholm Centre for Eastern European Studies (SCEEUS) do Swedish Ins- titute of International Affairs, com o sugestivo título de: Como pode o Ocidente ajudar a Ucrânia: Três estratégias para alcançar a vitória e o renascimento da Ucrânia, que entendemos merecer divulgação entre nós.
Finalmente, um agradecimento especial vai para My Dog Sighs, aka Paul mydog, artista de rua que mais uma vez nos cedeu para imagem de capa, uma expressiva imagem do sentimento de dor e angústia que esta guerra traz aos povos europeus.
