O artigo analisa globalmente os contextos referentes à política e ações de proteção marítima e costeira contra derramamentos de hidrocarbonetos (oil spill) e derivados (HD), como subs ídio à proposição de uma ferramenta integrada de gestão de riscos de derramamento de HD na zona costeira. A metodologia contempla a revisão e síntese do estado atual do conhecimento, inventariação das atividades portuárias, uso de métodos quantitativos e qualitativos para avaliação do risco, identifica ção dos fatores que o determinam, avaliação dos paradigmas do risco (Perigo-Exposição-Vulnerabilidade) e quantificação do risco. O estudo permitiu caracterizar a evolução temporal e a distribuição espacial de acidentes envolvendo derramamentos de HD, identificar fatores críticos de sucesso de uma ferramenta para gestão de riscos de derramamento de HD e avaliar o risco de derramamento de HD na zona costeira do Porto de Santos/SP, tendo obtido uma classificação global de risco médio.]]></p></abstract>

The article aims to analyse globally the contexts related to the policy and actions of maritime and coastal protection against oil spills, as a contribution to the proposal of an integrated risk management tool for oil spills in the coastal zone related to port activities. The methodology includes a bibliographic review and synthesis of the current state of knowledge, inventory of port activities, quantitative and qualitative methods of risk assessment, identification of factors that determine it, evaluation of its paradigms (Danger-Exposure-Vulnerability) and risk quantification. The study permitted the characterization of the temporal evolution and the spatial distribution of accidents involving oil spills, to identify critical success factors on a risk management tool for oil spills and to evaluate the risk of these kinds of spillage in the coastal zone of Port of Santos/SP.]]></p></abstract>

L'article analyse globalement les contextes liés à la politique et aux actions de protection maritime et côtière contre les marées noires et leurs dérivés, en tant que contribution à la proposition d'un outil de gestion intégrée des risques de marée noire dans la zone côtière. La méthodologie comprend la révision et la synthèse de l'état actuel des connaissances, l'inventaire des activités portuaires, l'utilisation de méthodes quantitatives et qualitatives d'évaluation des risques, l'identification des facteurs qui leur d éterminent, l'évaluation des paradigmes de risque (Danger-Exposition-Vulnérabilité) et la quantification du risque. L étude a permis de caractériser l  évolution temporelle et la répartition spatiale des accidents impliquant des déversements HD, de déterminer les facteurs de succès critiques d un outil de gestion des risques liés aux déversements HD et d évaluer le risque de déversement HD dans la zone côtière du port de Santos/SP, ayant obtenu une évaluation du risque moyen global.]]></p></abstract>

INTRODU&Ccedil;&Atilde;O</b></p>     <p>A polui&ccedil;&atilde;o provinda do derramamento de Hidrocarbonetos e Derivados (HD) exerce efeitos nocivos sobre o ecossistema marinho (Maritime Connectors, 2013) e a sua dispers&atilde;o e lenta decomposi&ccedil;&atilde;o expande e prolonga o efeito negativo, por exemplo, na zona costeira (ex. floresta litoral, mangue, estu&aacute;rios) (Singh, Asmath, &amp; Darsan, 2015). A oferta mundial de energia prim&aacute;ria continua a ser dominada por combust&iacute;veis f&oacute;sseis (Schutz, Massuquetti, &amp; Alves, 2013). No Brasil, os hidrocarbonetos (petr&oacute;leo e g&aacute;s) representam mais de 55% da oferta total de energia prim&aacute;ria (Goldemberg, 2009; EPE, 2015), raz&atilde;o pela qual a gest&atilde;o de riscos do derramamento de hidrocarbonetos (<i>oil spill</i>) no alto mar e zonas costeiras, onde est&atilde;o localizados os grandes portos, tem merecido crescente aten&ccedil;&atilde;o dos pesquisadores e institui&ccedil;&otilde;es nos &uacute;ltimos anos (Balmat, Lafont, Maifret, &amp; Pessel, 2011; Puig, Wooldridge, Michail, &amp; Darbra, 2015), designadamente no que se refere &agrave; identifica&ccedil;&atilde;o dos fatores de risco de polui&ccedil;&atilde;o ambiental provenientes do transporte de HD em navios e/ou explora&ccedil;&atilde;o de plataformas petrol&iacute;feras (Sage, 2005; Vinnem, 2010; Bekefi &amp; Epstein, 2011).</p>     ]]></body>
<body><![CDATA[<p>Os vazamentos de hidrocarbonetos no mar podem representar riscos grav&iacute;ssimos nas esferas ambiental, econ&ocirc;mica e social (Wieczorek, Dias-Brito, &amp; Milanelli, 2007; Li, Cai, Lin, Chen, &amp; Zhang, 2016). DeCola e Fletcher (2006), Bekefi e Epstein (2011) e Kongsvik, Johnsen, e Sklet (2011) destacam que, dentre as diversas variantes levadas em conta nos processos avaliativos, o estudo das condi&ccedil;&otilde;es de trabalho exigidas por parte das empresas da ind&uacute;stria de petr&oacute;leo e g&aacute;s pode ser considerado um indicador relevante para controle de seguran&ccedil;a no que concerne ao derramamento. A preven&ccedil;&atilde;o do derramamento &eacute; crucial visto que est&aacute; associado aos acidentes de grande porte envolvendo navios em rota de colis&atilde;o, defici&ecirc;ncias estruturais, perda tempor&aacute;ria do controle dos po&ccedil;os e instala&ccedil;&otilde;es submarinas (Vinnem &amp; Roed, 2015). Considerando que o petr&oacute;leo e seus derivados, juntamente com o g&aacute;s natural, contribuem para aproximadamente 15% da energia gerada no Brasil (EPE, 2016), a avalia&ccedil;&atilde;o da colabora&ccedil;&atilde;o dessas subst&acirc; ncias na produ&ccedil;&atilde;o de res&iacute;duos torna-se expressiva. O princ&iacute;pio da preven&ccedil;&atilde;o, lamentavelmente, ainda n&atilde;o &eacute; uma realidade consistente porque as organiza&ccedil;&otilde;es (empresas de explora&ccedil;&atilde;o petrol&iacute;fera, de transporte de combust&iacute;veis/cargas/passageiros em navios, de administra&ccedil;&atilde;o de portos, etc.) n &atilde;o assumem uma conduta proativa no sentido de prevenir acidentes, limitando-se a respeitar &ndash; na medida do poss&iacute;vel &ndash; as leis vigentes com o objetivo de evitar multas e notifica &ccedil;&otilde;es pecuni&aacute;rias (Barrieu &amp; Sinclair-Desgagne, 2006; Leite &amp; Silva, 2012; Fraz&atilde;o Santos <i>et al</i>., 2013; Jacobs, 2014; Wijeratne, Perera, &amp; De Silva, 2014). Por outro lado, a legisla&ccedil;&atilde;o &eacute; din&acirc;mica e sofre altera&ccedil;&otilde;es sucessivas ao longo do tempo, muitas vezes, gerando situa&ccedil;&otilde;es de dif&iacute;cil interpreta&ccedil;&atilde;o das regras vigentes e exigindo um grande esfor&ccedil;o (em termos de recursos humano e financeiro) por parte das organiza&ccedil;&otilde;es (privadas e p&uacute;blicas) para se manterem atualizadas. Al&eacute;m disso, Vierendeels, Reniers, e Ale (2011) referem que no caso de preven&ccedil;&atilde;o de grandes acidentes envolvendo impactos ambientais e socioecon&ocirc; micos (situa&ccedil;&atilde;o que provoca manifesta&ccedil;&otilde;es conjuntas das ONG&rsquo;s, popula&ccedil;&atilde;o e m&iacute;dia), as leis s&atilde;o geralmente criadas e/ou alteradas por impulso do momento (ex., ap&oacute;s a ocorr&ecirc;ncia de um acidente) ao inv&eacute;s de resultarem de uma a&ccedil;&atilde;o planejada.</p>     <p>Por corresponder a sistemas complexos, de elevada import&acirc;ncia geopol&iacute;tica e vital para o desenvolvimento econ&ocirc;mico, a atividade portu&aacute;ria acaba por provocar impactos em diversas vertentes como consequ&ecirc;ncia de emiss&otilde;es de gases poluentes, transporte de &aacute;gua de lastro (Carlton &amp; Geller, 1993), colis&otilde;es e vazamentos acidentais de HD, dragagem, concentra&ccedil;&atilde;o e descarte incorreto de res&iacute;duos, ru&iacute;dos prejudiciais &agrave; ecolocaliza&ccedil;&atilde;o de cet&aacute;ceos, dentre outros (Darbra, Ronza, Casal, Stojanvic, &amp; Wooldridge, 2004; Considine &amp; Hall, 2009; Dinwoodie, Tuck, Knowles, Benhin, &amp; Sansom, 2012; Fraz&atilde;o Santos <i>et al.</i>, 2013). O derramamento de HD devido ao tr &aacute;fego de navios &eacute; respons&aacute;vel por 51% da polui&ccedil;&atilde;o no ambiente marinho (Gesamp, 2007) sendo que o detalhamento dessas circunst&acirc;ncias dos vazamentos de hidrocarbonetos nas plataformas <i>offshore</i> &eacute; escasso e conta com pouqu&iacute;ssimas informa&ccedil;&otilde;es de confiabilidade (Tchankova, 2002; Wijeratne <i>et al</i>., 2014; Bale &ntilde;a, 2015).</p>     <p>O artigo pretende ressaltar a import&acirc;ncia da interven&ccedil;&atilde;o preventiva, do monitoramento cont&iacute;nuo e planejamento estrat&eacute;gico da atividade dos portos por meio da gest &atilde;o de riscos, a fim de diminuir o risco de acidentes envolvendo o derramamento de HD. Os acidentes, em sua grande maioria, revelam respostas imediatas de conten&ccedil;&atilde;o e remedia &ccedil;&atilde;o de acordo com as respectivas dimens&otilde;es e disponibilidade tecnol&oacute;gica. As causas mais recorrentes de origem desses eventos s&atilde;o os encalhes, colis&otilde;es, explos &otilde;es, falhas t&eacute;cnicas de equipamentos e naufr&aacute;gios das grandes embarca&ccedil;&otilde;es-tanque (DeCola &amp; Fletcher, 2006; Wieczorek <i>et al</i>., 2007; Vinnem, 2010; Ismail &amp; Karim, 2013; Vinnem &amp; Roed, 2015). Os vazamentos nacionais de petr&oacute;leo e derivados s&atilde;o recorrentes. Dentre os piores e mais significativos, destacam-se o ocorrido na Bacia de Campos, no Rio de Janeiro em 2011, de 588 mil litros de petr&oacute;leo derramados no mar, um ano ap&oacute;s o desastre do Golfo do M&eacute;xico &ndash; considerado por muitos especialistas como a pior cat&aacute;strofe ambiental dos Estados Unidos; e o mais recente inc&ecirc;ndio dos tanques de combust&iacute;vel da empresa Ultracargo, no munic&iacute;pio de Santos, no ano de 2015, com mais de 26 mil toneladas de combust&iacute;vel vazados em aproximadamente 7 dias de inc&ecirc;ndio e explos&otilde;es.</p>     <p><b>1. O risco nas atividades de explora&ccedil;&atilde;o</b></p>     <p>O conhecimento pr&eacute;vio dos problemas associados &agrave; implanta&ccedil;&atilde;o e opera&ccedil;&atilde;o de empreendimentos, por meio de instrumentos de avalia&ccedil;&atilde;o de impacto e planejamento ambientais, permite a ado&ccedil;&atilde;o de medidas que consigam evitar e/ou atenuar os poss&iacute;veis impactos, reduzindo n&atilde;o s&oacute; os danos ambientais, mas tamb&eacute;m os custos de remedia&ccedil;&atilde;o (Glasson, Therivel, &amp; Chadwick, 2005; Bacci, Landim, &amp; Eston, 2006). O presente estudo considera o risco como a probabilidade de um evento perigoso ocorrer e desencadear uma altera&ccedil;&atilde;o negativa de compet&ecirc;ncia ambiental, econ&ocirc;mica e social de acordo com n&iacute;veis de exposi&ccedil;&atilde;o e vulnerabilidade do meio ambiente. Sua gest&atilde;o visa identificar e explorar oportunidades para melhorar o desempenho de um sistema, bem como as melhores a&ccedil;&otilde;es para evitar e/ou reduzir as chances de ocorr&ecirc;ncia de eventos potencialmente danosos (Pojasek, 2008; ISO 31000, 2009; Luko, 2013; Wijeratne <i>et al</i>., 2014).</p>     <p>A gest&atilde;o de riscos abrange as etapas descritas na <a href="#f1">figura 1</a> em um processo sistem&aacute;tico que envolve todos os <i>stakeholders</i> (partes interessadas), permitindo averiguar as atividades e o enquadramento biof&iacute;sico para identificar as situa&ccedil;&otilde;es pass&iacute;veis de causar danos e/ou v&iacute;timas. Ao longo das etapas da gest&atilde;o de riscos s&atilde;o extra&iacute;das informa&ccedil;&otilde;es como a probabilidade e severidade do risco, promovendo a melhoria cont&iacute;nua baseada nos sistemas de gest&atilde;o (ex., ISO 9001, ISO 14001, ISO 31000 e OHSAS 18001) (Mata-Lima, 2006; Pojasek, 2008).</p>     <p>&nbsp;</p> <a name="f1"></a> <img src="/img/revistas/fin/n111/n111a05f1.jpg">     
<p>&nbsp;</p>     <p><b>2. Panorama da evolu&ccedil;&atilde;o no &acirc;mbito de estudos sobre derramamento de HD &ndash; Situa&ccedil;&atilde;o global</b></p>     <p>As buscas de publica&ccedil;&otilde;es em peri&oacute;dicos usando o termo &ldquo;<i>Harbor Risk</i>&rdquo; retornaram o maior n&uacute;mero de artigos, totalizando 112&nbsp;799 (<i>Sciencedirect </i>), 5&nbsp;194 (<i>Scopus</i>) e 16 (<i>Scielo</i>), seguido do termo &ldquo;<i>Oil Spill</i>&rdquo; com 37&nbsp;583, 21&nbsp;781 e 36 publica&ccedil;&otilde;es, respeitando a mesma sequ &ecirc;ncia anterior. Este resultado demonstrou que h&aacute; pouca produ&ccedil;&atilde;o cient&iacute;fica sobre a tem&aacute;tica da preven&ccedil;&atilde;o de acidentes mar&iacute;timos e gest &atilde;o de riscos de derramamento de HD nas l&iacute;nguas portuguesa e espanhola (na base <i>Scielo</i>), situa&ccedil;&atilde;o que prejudica a difus&atilde;o desse conhecimento no Brasil devido &agrave; barreira lingu&iacute;stica (Gl&auml;nzel, Leta, &amp; Thijs, 2006; Meneghini &amp; Packer, 2007; Hermes-Lima, Alencastro, Santos, Navas, &amp; Beleboni, 2007; Vasconcelos, Sorenson, Leta, Sant &rsquo;ana, &amp; Batista, 2008). A relev&acirc;ncia da publica&ccedil;&atilde;o cient&iacute;fica foi retratada atrav&eacute;s do crescente n&uacute;mero de publica&ccedil;&otilde;es coletadas na base de dados Scopus sobre os temas de risco portu&aacute;rio e de explora&ccedil;&atilde;o <i>offshore</i> (<i>harbor risk/offshore exploration risk</i>) concomitantemente com a ocorr&ecirc;ncia de acidentes com vazamentos de HD coletados no banco de dados da <i>International Tanker Owners Pollution Federation Limited</i> &ndash; ITOPF (2016). Foi poss&iacute;vel notar que, d&eacute;cadas atr &aacute;s quando a produ&ccedil;&atilde;o cient&iacute;fica sobre o tema era ainda mais incipiente do que a atual, os vazamentos de grande e m&eacute;dio porte eram mais frequentes; ao passo que, principalmente a partir do ano de 1991 constatou-se um salto na produ&ccedil;&atilde;o cient&iacute;fica e na redu&ccedil;&atilde;o de vazamentos, o que sugere que os resultados de estudos e pesquisas t &ecirc;m contribu&iacute;do para a ado&ccedil;&atilde;o de medidas preventivas mais eficazes.</p>     ]]></body>
<body><![CDATA[<p><b>3. &Aacute;rea de Estudo: Porto de Santos</b></p>     <p>O Porto de Santos (<a href="#f1">fig. 1</a>) se destaca pelas suas dimens&otilde;es (maior porto da Am&eacute;rica Latina) e participa&ccedil;&atilde;o na balan&ccedil;a comercial brasileira. Sua elevada movimenta &ccedil;&atilde;o faz do munic&iacute;pio de Santos uma &aacute;rea sens&iacute;vel aos eventos envolvendo derramamento de HD e da gest&atilde;o preventiva dessas ocorr&ecirc;ncias um grande desafio a ser enfrentado. A expans&atilde;o e moderniza&ccedil;&atilde;o do Porto de Santos conta com in&uacute;meras iniciativas de cunho privado e p&uacute;blico para ampliar sua capacidade de suporte das elevadas demandas previstas em curto espa&ccedil;o de tempo para suas atividades (CODESP, 2014). O horizonte das amplia&ccedil;&otilde;es considera enormes dificuldades, tais como o escoamento dos produtos para exporta&ccedil;&atilde;o, o fluxo de mercadorias importadas e pela responsabilidade de mais de um quarto da balan&ccedil;a comercial brasileira (Hilsdorf, Neto, &amp; De Souza, 2016).</p>     <p>As aten&ccedil;&otilde;es voltam-se para a regi&atilde;o de Santos principalmente no que tange &agrave;s descobertas de reservat&oacute;rios de petr&oacute;leo e g&aacute;s, com destaque para as Reservas do Pr&eacute;-sal, potencializando a capacidade explorat&oacute;ria dessa &aacute;rea e ampliando as possibilidades de acidentes ambientais com derramamento de petr&oacute;leo no ambiente marinho e costeiro (Romero, Riedel, Milanelli, Da Rocha, &amp; Lammardo, 2011). Atualmente, o Porto de Santos conta com uma extens&atilde;o de cais de 15&nbsp;960m e &aacute;rea &uacute;til total de 7,8 milh&otilde;es de metros quadrados, divididos em 65 ber&ccedil;os de atraca&ccedil;&atilde;o (p&uacute;blicos e privados) com terminais especializados em produtos como ve&iacute;culos, cont&ecirc; ineres, fertilizantes, produtos qu&iacute;micos, s&oacute;lidos de origem vegetal, derivados de petr&oacute;leo, produtos sider&uacute;rgicos e passageiros (CODESP, 2014). O sistema dutovi&aacute;rio tem sido uma alternativa que se destaca significativamente quando comparado aos modais ferrovi&aacute;rio e rodovi&aacute;rio, principalmente para a otimiza&ccedil;&atilde;o do transporte de grandes volumes no que respeita &agrave; agilidade, capacidade do fluxo e seguran&ccedil;a (ANTT, 2009). No Brasil, cerca de 60% dos transportes &eacute; realizado por rodovias, 20% por ferrovias, 13% por hidrovias e 4% por dutovias, sendo que o cais santista conta com aproximadamente 56km de tubula&ccedil;&otilde;es.</p>     <p>O munic&iacute;pio de Santos &eacute; extremamente urbanizado (<a href="#f2">fig. 2</a>), com comunidades instaladas por todo o entorno da &aacute;rea portu&aacute;ria. As obras de amplia&ccedil;&atilde;o do Porto de Santos requerem o remanejamento das comunidades, que j&aacute; sofrem cotidianamente com a log&iacute;stica de transporte de cargas, gera&ccedil;&atilde;o de res&iacute;duos, polui&ccedil;&atilde;o sonora, etc. O processo de ocupa&ccedil;&atilde;o das &aacute;reas perif&eacute;ricas municipais &eacute; recorrente, principalmente considerando o elevado custo de vida e habita&ccedil;&atilde;o, que acompanham baixos &iacute;ndices de qualidade de vida (ex., moradia e sa&uacute;de). Tais comunidades situadas no entorno da &aacute;rea portu&aacute;ria (de maior movimenta&ccedil;&atilde;o e atividade) tamb&eacute;m est&atilde;o mais expostas ao risco de acidentes, e contam com apenas uma base principal do Corpo de Bombeiros localizada na parte central do munic&iacute;pio, onde a mobilidade &eacute; reduzida devido &agrave; densidade do tr&aacute;fego urbano. O acesso a hospitais e casas de sa&uacute;de partindo das comunidades do entorno dos terminais de gran&eacute;is l &iacute;quidos tamb&eacute;m &eacute; dificultado pelo tr&acirc;nsito. Tais situa&ccedil;&otilde;es representam fatores cr&iacute;ticos no caso de acidentes oriundos das atividades do porto. A extens &atilde;o da &aacute;rea de manguezal est&aacute; majoritariamente localizada pr&oacute;xima aos terminais de gran&eacute;is l&iacute;quidos operantes no Porto de Santos, aumentando a sua exposi &ccedil;&atilde;o aos acidentes com impactos ambientais negativos, como foi o caso do inc&ecirc;ndio ocorrido no terminal da Ultracargo, no ano de 2015.</p>     <p>&nbsp;</p> <a name="f2"></a> <img src="/img/revistas/fin/n111/n111a05f2.jpg">     
<p>&nbsp;</p>     <p>Para uma melhor caracteriza&ccedil;&atilde;o da &aacute;rea de estudo, coletaram-se dados relevantes para avalia&ccedil;&atilde;o do risco, a saber: condi&ccedil;&otilde;es de vento, ressacas, altura das ondas, precipita&ccedil;&atilde;o, temperatura, dragagem de manuten&ccedil;&atilde;o e aprofundamento, gera&ccedil;&atilde;o e classifica&ccedil;&atilde;o de res&iacute;duos, tr&aacute;fego mar&iacute;timo, ocorr&ecirc;ncia de incidentes e acidentes, inten&ccedil;&atilde;o de investimentos, produ&ccedil;&atilde;o pesqueira, movimenta&ccedil;&atilde;o tur&iacute;stica, a pol&iacute;tica ambiental e seus desdobramentos, e ainda a visitas t&eacute;cnicas &agrave; Petrobr&aacute;s Transporte S.A. &ndash; TRANSPETRO, a Autoridade Portu&aacute;ria &ndash; Companhia Docas do Estado de S &atilde;o Paulo (CODESP), bem como participa&ccedil;&atilde;o na reuni&atilde;o do PAM &ndash; Plano de Ajuda M&uacute;tua do Porto de Santos.</p>     <p ><b>&nbsp;</b></p>     <p><b>II. METODOLOGIA</b></p>     <p>A estrat&eacute;gia da coleta de dados incluiu a pesquisa bibliogr&aacute;fica detalhada sobre as causas de acidentes com derramamento de HD e avalia&ccedil;&atilde;o de risco associado, normas/regulamentos e outras diretrizes legislativas, com enfoque na tramita&ccedil;&atilde;o portu&aacute;ria por meio de documentos oficiais de &oacute;rg&atilde;os internacionais e nacionais, tais como a IMO (Organiza&ccedil;&atilde;o Mar&iacute;tima Internacional), ITOPF (<i>International Tanker Owners Pollution Federation</i>), CODESP (Companhia Docas do Estado de S&atilde;o Paulo) e administra&ccedil;&otilde;es de portos. Tamb&eacute;m se considerou o levantamento das vari&aacute;veis ambientais e socioecon&ocirc;micas da &aacute;rea de estudo coletadas por meio de &oacute;rg &atilde;os como o IBGE (Instituto Brasileiro de Geografia e Estat&iacute;stica), INPE (Instituto Nacional de Pesquisas Espaciais) e da Secretaria de Planejamento e Desenvolvimento Regional do Estado de S&atilde;o Paulo. Com base nas informa&ccedil;&otilde;es e dados coletados, e das an&aacute;lises quantitativa e qualitativa, desenvolveu-se uma ferramenta integrada para gest&atilde;o de riscos de derramamento de HD no mar.</p>     ]]></body>
<body><![CDATA[<p>Para identifica&ccedil;&atilde;o do perigo, levou-se em conta que os acidentes envolvendo derramamento de HD se concentram em &aacute;reas com elevado tr&aacute;fego de navios e extra&ccedil;&atilde; o de hidrocarbonetos (Duke, 2016). Seguidamente, baseou-se no fato de os acidentes estarem tipicamente relacionados com: fugas e rupturas de condutos (<i>pipelines</i>) (Aljaroudi, Khan, Akinturk, Haddara, &amp; Thodi, 2015), colis&atilde;o e naufr&aacute;gio de navios (Singh <i>et al</i>., 2015) e explos&atilde;o de tanques nas imedia&ccedil;&otilde;es do porto. O artigo recorreu ao m&eacute; todo de an&aacute;lise de riscos (Stonehouse &amp; Munford, 1994; Goerlandt &amp; Montewka, 2015; Al Shami <i>et al</i>., 2017) para caracterizar as falhas relacionadas &agrave;s opera&ccedil;&otilde; es suscept&iacute;veis de provocar o derramamento de HD no mar, bem como propor medidas mitigat&oacute;rias visando a gest&atilde;o de riscos. A identifica&ccedil;&atilde;o de aspectos ambientais envolveu a discrimina&ccedil;&atilde;o das atividades do porto que possam interagir com o ambiente. A matriz adotada resultou da modifica&ccedil;&atilde;o da originalmente proposta por Leopold, Clarke, Hanshaw, e Balsey (1971) e verificou, para cada uma das atividades do porto, quais os aspectos ambientais aplic&aacute;veis e qu&atilde;o significativos se apresentaram. Vale ressaltar que a import &acirc;ncia de cada aspecto variou em fun&ccedil;&atilde;o da localiza&ccedil;&atilde;o do porto, tipo de ocupa&ccedil;&atilde;o urbana, tamanho, tipo de zona costeira, etc. Este procedimento permitiu efetuar o levantamento exaustivo das potenciais causas de acidentes/impactos ambientais e como o derramamento de HD pode agravar a situa&ccedil;&atilde;o.</p>     <p><b>1. Avalia&ccedil;&atilde;o de Risco</b></p>     <p>O risco de polui&ccedil;&atilde;o por HD pode ser avaliado em fun&ccedil;&atilde;o de indicadores como a probabilidade de impacto (p) e o tempo para primeiro impacto (t) (Lee &amp; Jung, 2015). A probabilidade do impacto &eacute; fundamental para defini&ccedil;&atilde;o da &aacute;rea a ser protegida, raz&atilde;o pela qual a aloca&ccedil;&atilde;o de recursos e o plano de emerg&ecirc;ncia dependem de <i>p</i>. Por outro lado, existe a necessidade de priorizar as &aacute;reas, no &acirc;mbito do plano de emerg&ecirc;ncia, em fun&ccedil;&atilde;o da localiza&ccedil;&atilde;o do acidente. Assim, o tempo para o primeiro impacto do HD derramado &eacute; essencial para a coordena&ccedil;&atilde;o da capacidade de resposta em situa&ccedil;&atilde;o de emerg&ecirc;ncia.</p>     <p>Quando existem registros detalhados de vazamentos, a probabilidade de impacto (p) pode ser expressa por (<a href="#e1">eq. 1</a>):</p>     <p>&nbsp;</p> <a name="e1"></a> <img src="/img/revistas/fin/n111/n111a05e1.jpg">

<p>&nbsp;</p>     <p>&Agrave; semelhan&ccedil;a de estudos recentes (ex., Grifoll, Jorda, Borja, &amp; Espino, 2010; Gom&eacute;z, Ondiviela, Puente, Juanes, 2015), optou-se por estimar a probabilidade (<i>p</i>) como &iacute;ndice de frequ&ecirc;ncia da ocorr&ecirc;ncia dos incidentes e acidentes visto que n&atilde;o existem dados que permitam obter <i>A<sub>i</sub></i> (quantidade de HD derramado no acidente i em cada &aacute;rea espec&iacute;fica) referentes a acidentes anteriores, mas est&atilde;o dispon&iacute;veis os registros de ocorr&ecirc;ncia de vazamentos ocorridos no Porto de Santos. A combina &ccedil;&atilde;o da probabilidade do evento danoso (<i>p</i>) com a vulnerabilidade dos elementos expostos ao risco (ex., pessoas, bens materiais, ecossistema natural e os servi&ccedil;os dele resultantes) permitiu quantificar o risco em baixo (R &le; 0,50), m&eacute;dio (0,50 &lt; R &le; 0,75) e alto (0,75 &lt; R &le; 1,00) (com base na equa&ccedil;&atilde;o 3 - <a href="#q1">quadro I</a>). Considerou-se uma escala de 0 a 1, sendo que a atribui&ccedil;&atilde;o da pontua&ccedil;&atilde;o resultou do (i) tratamento estat&iacute;stico dos dados referentes a acidentes anteriores para estimativa da probabilidade (<i>p</i>) e (ii) an&aacute;lise da magnitude da consequ&ecirc;ncia (<i>C</i>) levando em conta as caracter&iacute;sticas do porto, atividades portu&aacute;rias e ocupa&ccedil;&atilde; o e uso da &aacute;rea envolvente atrav&eacute;s da f&oacute;rmula geral (<a href="#e3">eq. 3</a>):</p>     ]]></body>

RESULTADOS E DISCUSS&Atilde;O</b></p>     <p>De acordo com a an&aacute;lise integrada efetuada, os riscos ambientais est&atilde;o diretamente relacionados com a estreita intera&ccedil;&atilde;o entre o porto e o meio envolvente. A exposi &ccedil;&atilde;o dos ecossistemas costeiros (ex., &aacute;reas de manguezal no entorno do Porto de Santos) em conjunto com elevada densidade urbana e intensa movimenta&ccedil;&atilde;o portu&aacute; ria acentuaram o n&iacute;vel do risco em caso de acidentes. O planejamento integrado das a&ccedil;&otilde;es do Porto de Santos deve considerar prioritariamente a implementa&ccedil;&atilde;o de procedimentos preventivos, a participa&ccedil;&atilde;o colaborativa dos diferentes <i>stakeholders</i> e a realiza&ccedil;&atilde;o de projetos em parceria com institui&ccedil;&otilde;es de ensino e pesquisa.</p>     <p><b>1. Aspectos e impactos ambientais</b></p>     ]]></body>
<body><![CDATA[<p>Com base no invent&aacute;rio dos aspectos ambientais associados &agrave;s atividades desempenhadas no Porto de Santos, foi poss&iacute;vel destacar como principais causadoras de impactos negativos as descargas/vazamentos na &aacute;gua e as altera&ccedil;&otilde;es dos <i>habitats</i> costeiros. O porte e intensa movimenta&ccedil;&atilde;o de embarca&ccedil;&otilde;es, bem como a elevada exposi &ccedil;&atilde;o das &aacute;reas onde se localizam as instala&ccedil;&otilde;es portu&aacute;rias exigem medidas preventivas rigorosas. Os efeitos da altera&ccedil;&atilde;o das din&acirc;micas hidrol &oacute;gicas e sedimentares, como o aumento da frequ&ecirc;ncia das ressacas (principalmente no bairro da Ponta da Praia, no munic&iacute;pio de Santos) (Tomazela, 2015; NPH, 2017), o gradativo esgotamento pesqueiro da Praia do G&oacute;es ocasionado por polui&ccedil;&atilde;o ambiental (na margem do Guaruj&aacute;) (Junior, 2010; CODESP, 2015) e, ainda, a redu&ccedil;&atilde;o das &aacute; reas de manguezal (Santos, 2009), j&aacute; representam preju&iacute;zos vis&iacute;veis para a &aacute;rea litoral de Santos. Diversos impactos se inter-relacionam com os aspectos ambientais elencados no <a href="#q2">quadro II</a>, a saber: descarga para o solo e sedimentos, principalmente por serem muitas vezes meios de dif&iacute;cil recupera&ccedil;&atilde;o (Cantagallo, Garcia, &amp; Milanelli<i>, </i>2008; Perinotto, 2010); odor constitui uma preocupa&ccedil;&atilde;o das comunidades do entorno e seus n&iacute;veis de qualidade de vida, sendo impactante tamb&eacute;m na atividade tur&iacute;stica (Gon &ccedil;alves &amp; Nunes, 2008); gera&ccedil;&atilde;o de res&iacute;duos amea&ccedil;a a sa&uacute;de p&uacute;blica e dos ecossistemas (Bozza, 2015) e altera&ccedil;&atilde;o da fauna e flora e sua complexa cadeia tr&oacute;fica (Cantagallo <i>et al., </i>2008; Perinotto, 2010).</p>     <p>&nbsp;</p> <a name="q2"></a> <img src="/img/revistas/fin/n111/n111a05q2.jpg">     
<p>&nbsp;</p>     <p>Vale lembrar que os projetos de expans&atilde;o do porto contam com a viabiliza&ccedil;&atilde;o de uma movimenta&ccedil;&atilde;o ainda maior de embarca&ccedil;&otilde;es de grande porte, favorecendo elevados n&uacute;meros e volumes de eventuais vazamentos de HD, bem como o favorecimento da emiss&atilde;o de poluentes para a atmosfera e maior ru&iacute;do. A ocorr&ecirc;ncia do inc &ecirc;ndio mais recente (em 2015), nos tanques da Ultracargo por falha operacional, causou a morte de mais de 8 toneladas de peixes (A Tribuna, 2016).</p>     <p><b>2. Avalia&ccedil;&atilde;o de Risco</b></p>     <p>A partir da an&aacute;lise dos levantamentos foi poss&iacute;vel elencar e classificar quantitativamente os elementos expostos ao risco (<a href="#q3">quadro III</a>). Os riscos mais altos est&atilde;o relacionados com: (i) atividades portu&aacute;rias com elevada exposi&ccedil;&atilde;o e vulnerabilidade (R = 1,0) &ndash; consideram a intensa movimenta&ccedil;&atilde;o acumulada de cargas e descargas e os potenciais preju&iacute;zos econ&ocirc;micos/materiais advindos da interrup&ccedil;&atilde;o das atividades; (ii) &aacute;reas de manguezal consideradas ber&ccedil;&aacute;rios da vida marinha por propiciar a reprodu&ccedil;&atilde;o de diversas esp&eacute;cies faun&iacute;sticas, servindo tamb&eacute;m como excelente local para alimenta&ccedil;&atilde;o e estadia de aves migrat&oacute;rias; e (iii) atividade tur&iacute;stica principalmente pela degrada&ccedil;&atilde;o da paisagem, consequente desinteresse do p&uacute;blico-alvo e tamb&eacute;m por condi&ccedil;&otilde;es n&atilde;o satisfat &oacute;rias das &aacute;reas de acesso e embarque-desembarque dos passageiros aos cruzeiros mar&iacute;timos. A elevada movimenta&ccedil;&atilde;o portu&aacute;ria no canal santista representa uma amea &ccedil;a principalmente pela falta de acompanhamento preventivo nas devidas propor&ccedil;&otilde;es de seu crescimento.</p>     <p>&nbsp;</p> <a name="q3"></a> <img src="/img/revistas/fin/n111/n111a05q3.jpg">     
<p>&nbsp;</p>     <p>Considerando os projetos de aprofundamento do calado dos canais de acesso, capacidade explorat&oacute;ria e participa&ccedil;&atilde;o na balan&ccedil;a comercial, processo esse encontrado tamb &eacute;m em outros portos da Am&eacute;rica Latina e Caribe (ex., Portos de Col&oacute;n e de Balboa, no Panam&aacute;) com demandas de movimenta&ccedil;&atilde;o de cargas bastante semelhantes (CEPAL, 2016; IAPH, 2016), &eacute; refor&ccedil;ada a relev&acirc;ncia da utiliza&ccedil;&atilde;o das inova&ccedil;&otilde;es tecnol&oacute;gicas concomitantemente com estudos preventivos e de monitoramento na redu&ccedil;&atilde;o dos riscos associados &agrave;s opera&ccedil;&otilde;es portu&aacute;rias. Ao contr&aacute;rio do que constataram alguns estudos cient&iacute;ficos desenvolvidos nas regi&otilde;es portu&aacute;rias brasileiras, que tamb&eacute;m dividem espa&ccedil;o com o ecossistema manguezal (Souza &amp; Sampaio, 2001; Krug, Le&atilde;o, &amp; Amaral, 2007; Cavalcanti, Soares, Estrada, &amp; Chaves, 2009; Cunha-Lignon <i>et al.</i>, 2011) nos quais a vegeta&ccedil;&atilde;o se mant&eacute;m est&aacute;vel nos &uacute;ltimos anos (ou seja, sem perdas de &aacute;rea consider&aacute;veis), na Baixada Santista a taxa de redu&ccedil;&atilde;o das &aacute;reas de mangue apresentou um acelerado decr&eacute;scimo (Wieczorek <i>et al.</i>, 2007; Santos, 2009; Kawashima, Almeida, Gianotti, &amp; Quintanilha<i>, </i>2015; Ferreira &amp; Lacerda, 2016), corroborando com a presente classifica&ccedil;&atilde;o de elevado risco a acidentes ambientais envolvendo HD (R=1,0).</p>     <p>A movimenta&ccedil;&atilde;o tur&iacute;stica no Porto de Santos revelou uma queda no n&uacute;mero de passageiros a partir do ano de 2014, tamb&eacute;m identificada por Robles, Galv&atilde;o, e Pereira (2015). Neste sentido, a classifica&ccedil;&atilde;o da atividade tur&iacute;stica como de alto risco &eacute; condizente com a import&acirc;ncia da preserva&ccedil;&atilde;o da paisagem, o incremento do n&iacute;vel de exig&ecirc;ncia do p&uacute;blico-alvo e o potencial retorno econ&ocirc;mico advindo dessa atividade. Em contrapartida, as comunidades que se encontram no entorno da regi &atilde;o portu&aacute;ria de Santos foram classificadas como expostas &agrave; baixo risco (R = 0,42), considerando o enfoque da presente pesquisa, ou seja, vazamentos de HD no mar. Os principais preju &iacute;zos das comunidades do entorno frente &agrave; ocorr&ecirc;ncia de vazamentos de HD est&atilde;o relacionados com a priva&ccedil;&atilde;o de servi&ccedil;os oferecidos pelos ecossistemas (ex., consumo de fauna aqu&aacute;tica, oportunidade de lazer e usufruto da paisagem natural). Sabe-se que as comunidades do entorno est&atilde;o expostas ao risco de inc&ecirc;ndios nos terminais de gran &eacute;is l&iacute;quidos, situa&ccedil;&atilde;o que n&atilde;o foi considerada no &acirc;mbito desta pesquisa, por n&atilde;o se tratar de vazamentos de HD no mar a partir de navios. O ambiente estuarino, praial e de dunas comp&otilde;em o &uacute;ltimo grupo de elementos expostos ao risco, classificado como de baixo risco (R=0,28). Foram considerados n&atilde;o s&oacute; o aporte de equipamentos de prote&ccedil;&atilde;o e seguran&ccedil;a do meio ambiente e sa&uacute;de disponibilizados tanto pela Autoridade Portu&aacute;ria (CODESP) como pela TRANSPETRO, mas tamb&eacute;m a m &eacute;dia susceptibilidade referente a classifica&ccedil;&atilde;o do &Iacute;ndice de Sustentabilidade do Litoral &ndash; ISL (Perinotto, Riedel, &amp; Milanelli, 2011) e o dano m&eacute;dio atribu &iacute;do aos servi&ccedil;os do ecossistema, respectivamente. De acordo com a escala adotada, a avalia&ccedil;&atilde;o global do risco de derramamento de HD no Porto de Santos permitiu classificar o risco como m&eacute;dio (R = 0,69). O resultado encontrado &eacute; congruente com o levantamento realizado pela ANTAQ (&Iacute;ndice de Desempenho Ambiental para Instala&ccedil;&otilde;es Portu&aacute; rias) que classifica o Porto de Santos como intermedi&aacute;rio segundo as notas atribu&iacute;das pela ag&ecirc;ncia (ANTAQ, 2012), e ainda refor&ccedil;a a necessidade de maior empenho preventivo nas opera&ccedil;&otilde;es realizadas.</p>     ]]></body>
<body><![CDATA[<p ><b>&nbsp;</b></p>     <p><b>IV. CONCLUS&Otilde;ES</b></p>     <p>Para uma melhor aplica&ccedil;&atilde;o do princ&iacute;pio da precau&ccedil;&atilde;o e efetiva preven&ccedil;&atilde;o de acidentes nos portos e tamb&eacute;m nas plataformas <i>offshore</i> de explora&ccedil;&atilde;o de hidrocarbonetos, a identifica&ccedil;&atilde;o das principais causas de acidentes, a conscientiza&ccedil;&atilde;o dos <i>stakeholders</i> visando o aumento a percep &ccedil;&atilde;o de risco e a cria&ccedil;&atilde;o de normas e regulamentos como instrumento da gest&atilde;o de riscos s&atilde;o fundamentais. O fato de, na pr&aacute;tica, a gest&atilde;o integrada do risco n&atilde;o constituir a realidade, real&ccedil;a a necessidade de estudos que, como tal como o presente trabalho, visem contribuir para elabora&ccedil;&atilde;o e concretiza &ccedil;&atilde;o de boas pr&aacute;ticas no &acirc;mbito da gest&atilde;o de riscos.</p>     <p>No Porto de Santos e zonas adjacentes, grande parte dos acidentes envolvem falhas no sistema de transporte e armazenamento de HD e seus efeitos incidem sobre as condi&ccedil;&otilde;es end&ecirc; micas da regi&atilde;o onde as atividades s&atilde;o operadas, refor&ccedil;ando a import&acirc;ncia da atua&ccedil;&atilde;o na melhoria do sistema de gest&atilde;o, fiscaliza&ccedil;&atilde;o e seguran&ccedil;a como um todo. A an&aacute;lise quantitativa do risco de derramamento de HD no Porto de Santos revelou um &iacute;ndice m&eacute;dio (R = 0,69). Por&eacute;m, &eacute; importante considerar o levantamento dos elementos expostos ao risco (intensa atividade comercial, sensibilidade dos ecossistemas circundantes, crescimento demof&oacute;rico do munic&iacute;pio, comunidades e outros servi&ccedil;os) e suas respectivas vulnerabilidades, destacando a evidente tend&ecirc;ncia de eleva&ccedil;&atilde;o deste &iacute;ndice e a urg&ecirc;ncia de integra&ccedil;&atilde;o de pr &aacute;ticas de seguran&ccedil;a e preven&ccedil;&atilde;o de derramamentos de HD no Porto de Santos.A aus&ecirc;ncia de estimativas do tempo (<i>T</i>) que o HD demora a alcan&ccedil;ar determinada &aacute;rea ap&oacute;s derramamento (ou hora de chegada) impossibilitou o uso do tempo para o primeiro impacto (<i>t</i>) na avalia&ccedil;&atilde;o da vulnerabilidade. &Eacute; importante frisar que a incerteza e car&ecirc;ncia de informa&ccedil;&otilde;es (ex. volume, frequ&ecirc;ncia e custo dos derramamentos) representa uma preocupa&ccedil;&atilde;o n&atilde;o s&oacute; do atual levantamento, mas de pesquisas a n&iacute;vel global (ex., Egidi, Foraboschi, Spadoni, &amp; Amendola, 1995; Kontovas, Psaraftis, &amp; Ventikos<i>, </i>2010; Guo, 2017), principalmente por considerar regi&otilde;es de potenciais impactos ambientais. Ainda, a falta de oportunidade e aproxima&ccedil;&atilde;o dos <i>stakeholders (</i>ou seja, das partes interessadas no plano de gest &atilde;o do risco do maior porto da Am&eacute;rica Latina) prejudica a ocorr&ecirc;ncia de a&ccedil;&otilde;es coordenadas e representou um ponto fraco, sendo este um elemento importante para classificar a vulnerabilidade e a severidade/consequ&ecirc;ncia dos acidentes (Ronza, Carol, Espejo, Vilchez, &amp; Arnaldos<i>, </i>2005).</p>     <p>Finalmente, mesmo considerando a subjetividade como um dos aspectos comuns aos estudos de avalia&ccedil;&atilde;o do risco (uma vez que as classifica&ccedil;&otilde;es de exposi&ccedil;&atilde; o/vulnerabilidade podem variar em fun&ccedil;&atilde;o da forma&ccedil;&atilde;o, experi&ecirc;ncia e percep&ccedil;&atilde;o dos envolvidos na realiza&ccedil;&atilde;o do estudo; bem como envolver condi&ccedil;&otilde;es pouco espec&iacute;ficas no que tange aos eventos envolvendo derramamentos de HD - White &amp; Molloy, 2003; Azevedo, Oliveira, Fortunato, Zhang, &amp; Baptista<i>, </i>2014; Guo, 2017), a contribui&ccedil;&atilde;o apresentada neste artigo fornece diretrizes orientadoras sobre quais atividades devem contar com a prioridade de investimentos, visando a redu&ccedil;&atilde;o da vulnerabilidade sem grandes altera&ccedil;&otilde;es estruturais e, consequentemente, a funcional aplica&ccedil;&atilde;o de a&ccedil;&otilde;es corretivas e preventivas.</p>     <p ><b>&nbsp;</b></p>     <p><b>AGRADECIMENTOS</b></p>     <p>Agradece-se &agrave; Coordena&ccedil;&atilde;o de Aperfei&ccedil;oamento de Pessoal de N&iacute;vel Superior (CAPES) pela bolsa concedida &agrave; primeira autora e tamb&eacute;m &agrave; Funda &ccedil;&atilde;o Arauc&aacute;ria de Apoio ao Desenvolvimento Cient&iacute;fico e Tecnol&oacute;gico do Estado do Paran&aacute; (FAPPR) pelo aux&iacute;lio financeiro concedido ao projeto ENGIFOZ.</p>     <p ><b>&nbsp;</b></p>     <p><b>REFER&Ecirc;NCIAS BIBLIOGR&Aacute;FICAS</b></p>     ]]></body>
