No entanto, apesar do consenso quanto aos aspetos positivos, a mudança de paradigma que permita afirmar a bicicleta como meio de deslocação enfrenta desafios, principalmente em contextos onde é pouco utilizada. Em Portugal, segundo os Censos 2011, apenas 0,5% da população usa a bicicleta na sua mobilidade urbana diária. É neste contexto que o projeto BOOST desenvolveu um Roteiro para Cidades Principiantes que integra a estimativa do potencial valor económico da bicicleta, à escala local. Os resultados mostram que um aumento de cerca de 2% da quota modal da bicicleta em 10 anos, na globalidade dos municípios portugueses, pode corresponder à reduções de custos anuais superiores a 1,1 milhões de euros nas emissões de CO2, a quase 25 milhões de euros no consumo de combustível e a 500 mil euros na qualidade do ar. Quanto aos benefícios na saúde, a redução da mortalidade associada à atividade física e à redução da poluição atmosférica representam um impacto económico positivo potencial superior a 140 milhões de euros em 10 anos para Portugal. Neste sentido, é possível concluir que padrões de deslocação mais sustentáveis e em que a bicicleta assuma uma posição de maior relevância terá um impacto económico substancial, pelo menos ao nível da saúde, da energia e ambiente.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Research on sustainable urban mobility has highlighted the value of the bicycle and its economic, social, and environmental benefits. However, despite the consensus on the positive aspects, the paradigm shift that allows the bicycle to be affirmed as a means of daily commuting faces many challenges, especially in contexts where it is rarely used. In Portugal, according to the 2011 Census only 0.5% of the population uses the bicycle in their daily urban mobility. It is in this context that the BOOST project developed a Roadmap for Starter Cities that integrates the estimation of the potential economic value of cycling at a local scale. The results show that an increase of about 2% in the modal share of the bicycle in 10 years, in the whole of Portuguese municipalities, can correspond to annual cost reductions of more than 1.1 million euros in CO2 emissions, to almost 25 million euros in fuel consumption and 500 thousand euros in air quality. As for the health benefits, the reduction in mortality associated with physical activity and the reduction of air pollution represent a potential positive economic impact of more than 140 million euros in 10 years for Portugal. In this sense, it is possible to conclude that more sustainable travel patterns and in which the bicycle assumes a more relevant position in urban mobility will have economic impacts, at least in terms of health, energy, and environment.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[Résumé Les recherches sur la mobilité urbaine durable ont mis en évidence la valeur du vélo et ses avantages économiques, sociales et environnementales. Malgré le consensus sur les aspects positifs, le changement de paradigme qui permet d&#8217;affirmer le vélo comme moyen de déplacement quotidien se heurte à de nombreux défis, notamment dans des contextes où il est rarement utilisé. Au Portugal, selon le recensement de 2011, seulement 0,5% de la population utilise le vélo dans sa mobilité urbaine quotidienne. C&#8217;est dans ce contexte que le projet BOOST a développé une Route du vélo dans les villes débutantes qui intègre l&#8217;estimation de la valeur économique potentielle du vélo à l&#8217;échelle locale. Les résultats montrent qu&#8217;une augmentation d&#8217;environ 2% du vélo en 10 ans, dans l&#8217;ensemble des communes portugaises, peut correspondre à des réductions de coûts annuelles de plus de 1,1 million d&#8217;euros en émissions de CO2. Près de 25 millions d&#8217;euros de consommation de carburant et 500 mil euros en qualité de l&#8217;air. Dans les bénéfices pour la santé, la réduction de la mortalité liée à l&#8217;activité physique et la réduction de la pollution de l&#8217;air, représentent un impact économique positif potentiel de plus de 140 millions d&#8217;euros en 10 ans pour le Portugal. En ce sens, il est possible de conclure que déplacements plus durables et dans lesquels le vélo occupe une place plus importante dans la mobilité urbaine auront un impact économique, au moins en termes de santé, d&#8217;énergie et d&#8217;environnement.]]></p></abstract>
<abstract abstract-type="short" xml:lang="es"><p><![CDATA[Resumen La investigación sobre movilidad urbana sostenible ha puesto de relieve el valor de la bicicleta y sus beneficios económicos, sociales y medioambientales. A pesar del consenso sobre los aspectos positivos, el cambio de paradigma que permite afirmar la bicicleta como un medio de desplazamiento se enfrenta a muchos retos, especialmente en contextos donde raramente se utiliza. En Portugal, según el censo de 2011, solo el 0,5% de la población utiliza la bicicleta en su movilidad urbana diaria. Es en este contexto que el proyecto BOOST ha desarrollado un roadmap para Ciudades Principiantes, que integra la estimación del valor económico potencial del uso de bicicleta, a escala local. Los resultados muestran que un aumento de alrededor del 2% del uso de bicicleta en 10 años, en el conjunto de los municipios portugueses, puede corresponder a reducciones de costos anuales de más de 1,1 millones de euros en emisiones de CO2, a casi 25 millones de euros en consumo de combustible, y 500 mil euros en calidad del aire. En la salud, la reducción de la mortalidad asociada a la actividad física y la reducción de la contaminación atmosférica representan un potencial impacto económico positivo de más de 140 millones de euros en 10 años para Portugal.
