Este conceito integrou a agenda política portuguesa, em 2017, sendo importante perceber se os documentos programáticos de saúde e envelhecimento, de âmbito nacional e regional, seguem esta tendência, definindo estratégias que contribuam para a prestação de cuidados especializados, integrados e eficientes à população idosa. Uma análise de conteúdo foi desenvolvida, com recurso ao NVIVO, procurando perceber as preocupações prioritárias, a relevância do envelhecimento e a inclusão dos Princípios da OMS nos documentos programáticos. Concluiu-se que as medidas de governança são as que apresentam maior destaque, face aos cuidados de longa duração (social). Os programas abordam as pessoas idosas, embora num número inferior ao inicialmente expectável. Já os Princípios da OMS são referidos, explicitamente, apenas na Estratégia Nacional de Envelhecimento Ativo e Saudável. Tais resultados evidenciam a necessidade de as políticas de saúde assumirem uma preocupação acrescida com a população idosa, integrando respostas específicas às suas necessidades, em conformidade com os Princípios da OMS. Não menos importante, é a necessidade de uma melhor coordenação e articulação dos documentos nacionais com os regionais, onde se reflitam as propostas de âmbito nacional nos diferentes contextos territoriais.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract In 2004, the World Health Organization (WHO) proposed the Age-Friendly Principles, in an attempt to optimize care for the needs of the older population. This concept was part of the Portuguese political agenda in 2017, and it is important to understand whether the national and regional health and ageing programmatic documents follow this trend, defining strategies that contribute to the provision of specialized, integrated and efficient care for the older population. A content analysis was developed, using NVIVO, seeking to understand the priority concerns, the relevance of ageing and the inclusion of the WHO Principles in the programmatic documents. It was concluded that governance measures are the most prominent, compared to long-term care (social). The programs address older people, although in a smaller number than initially expected. The WHO Principles are explicitly referred to only in the National Strategy for Active and Healthy Ageing. Such results highlight the need for health policies to take on increased concern for the older population, integrating specific responses to their needs, by the WHO Principles. No less important is the need for better coordination and articulation of national and regional documents, where national proposals are reflected in the different territorial contexts.]]></p></abstract>
<abstract abstract-type="short" xml:lang="fr"><p><![CDATA[Résumé En 2004, l'Organisation Mondiale de la Santé (OMS) a proposé les Principes Adaptés aux Personnes Âgées, dans le but d'optimiser les soins pour les besoins de la population âgée. Ce concept faisait partie de l'agenda politique portugais en 2017, et il est important de comprendre si les documents programmatiques nationaux et régionaux de santé et de vieillissement suivent cette tendance, en définissant des stratégies qui contribuent à la fourniture de soins spécialisés, intégrés et efficaces pour la population âgée. Une analyse de contenu a été développée, à l'aide de NVIVO, cherchant à comprendre les préoccupations prioritaires, la pertinence du vieillissement et l'inclusion des Principes de l'OMS dans les documents programmatiques. Il a été conclu que les mesures de gouvernance sont les plus importantes, par rapport aux soins (sociaux) de longue durée. Les programmes s'adressent aux personnes âgées, bien qu'en nombre plus restreint que prévu initialement. Les Principes de l'OMS ne sont explicitement mentionnés que dans la Stratégie Nationale pour un Vieillissement Actif et Sain. Ces résultats soulignent la nécessité pour les politiques de santé de se préoccuper davantage de la population âgée, en intégrant des réponses spécifiques à leurs besoins, conformément aux Principes de l'OMS. Non moins importante est la nécessité d'une meilleure coordination et articulation des documents nationaux et régionaux, où les propositions nationales sont reflétées dans différents contextes territoriaux.]]></p></abstract>

Este concepto formó parte de la agenda política portuguesa en 2017, y es importante comprender si los documentos programáticos nacionales y regionales de salud y envejecimiento siguen esta tendencia, definiendo estrategias que contribuyan a la prestación de cuidados especializados, integrados y eficientes para la población anciana. Se desarrolló un análisis de contenido, utilizando NVIVO, buscando comprender las preocupaciones prioritarias, la relevancia del envejecimiento y la inclusión de los Principios de la OMS en los documentos programáticos. Se concluyó que las medidas de gobernanza son las más destacadas, en comparación con la atención (social) a largo plazo. Los programas se dirigen a las personas mayores, aunque en menor número de lo previsto inicialmente. Los Principios de la OMS se mencionan explícitamente solo en la Estrategia Nacional para un Envejecimiento Activo y Saludable. Tales resultados resaltan la necesidad de que las políticas de salud asuman una mayor preocupación por la población anciana, integrando respuestas específicas a sus necesidades, de acuerdo con los Principios de la OMS.
