O papel das autarquias portuguesas, bem como o dos estabelecimentos de educação e ensino, tem vindo a ser reforçado, de modo a que começam a ter uma crescente importância em matéria educativa, que importa analisar. Ao mesmo tempo que se verifica uma uniformidade legislativa, as práticas parecem demonstrar a existência de alguma diversidade na intervenção educativa das autarquias portuguesas, quer no que diz respeito às competências legalmente atribuídas, quer no trabalho desempenhado por sua iniciativa própria (Louro, 1999). Com este artigo, pretende-se fazer a apresentação de um estudo realizado entre Outubro de 2000 e Março de 2002, no qual se procurou abordar a questão da descentralização educativa, e que consistiu num estudode caso de um Município da Área Metropolitana de Lisboa, ao nível da sua intervenção em matéria educativa. Pretendeu-se inferir quais as linhas orientadoras de acção, de modo a aquilatar da existência ou não de um desempenho específico, por parte da Câmara Municipal, na construção de uma política local de educação. Atendendo ao objectivo de estudo e à metodologia adoptada, considera-se que esta é uma investigação de tipo descritivo.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[At a time when all over the world there are processes of decentralisation of the competences of the Central State, resulting from the crisis of the Keynesian Welfare State (Gonzalez, 1994), and which take place also at the level of Education, the educational decentralisation in Portugal is currently taking its first steps. The role of the Portuguese regional authorities, as well as of the educational institutions, has been reinforced, and their increasing importance must be analysed. Despite the trends for legislative uniformity, practices seem to demonstrate the existence of some diversity in educational intervention at the level of regional authorities in Portugal, both in terms of legally ascribed competences and of measures which result from their own initiative (Louro, 1999). This article presents a study undertaken between October 2000 and March 2002, focusing on the issue of educational decentralisation. It is a case study of educational intervention in a municipal district in the area of Lisbon. The aim of the study was to analyse guidelines of action, in order to characterise the specific performance of the municipal council in the configuration of local educational policy. Due to the aims of the study and the chosen methodology, we consider that this is a descriptive study.]]></p></abstract>
