A câmara municipal foi usada como unidade de análise. Através de modelos de equações estruturais são analisadas as relações entre o estilo do presidente da câmara, os comportamentos dos dirigentes dos Serviços dele dependentes directamente, o clima de cooperação e o clima de confiança entre si e com a eficácia organizacional. Os resultados mostram vários efeitos de mediação entre as variáveis causais e a eficácia, mas apenas o clima de confiança provou ter uma relação directa significativa com a eficácia percepcionada. Oito estilos de presidente são propostos e, embora, não se tenham encontrado diferenças de eficácia entre esses estilos, existem indícios de que aqueles em que o factor estratégico está presente são os mais eficazes.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[This research required to examine variables that influence the organizational effectiveness in local government services. The mayoralty was used as the unit of analysis and 92 mayors and 236 directors in 109 municipalities in Portugal participated in this study. The latent variables mayor’s extensive leadership (G), strategic oriented leadership (S) and risk predisposed leadership (R), director’s satisfaction and commitment, trust and cooperation climate were operationalized using factor analysis. Through structural equations modeling the research revealed significant positive mediate relationship between: G and satisfaction, G and cooperation, S and commitment, S and trust, R and satisfaction, satisfaction and commitment and commitment and trust. Significant negative mediate relationship was found between G and commitment; and, on one hand, between R and, on the other, trust and cooperation. Behavioral styles of mayor are proposed and analyzed their effectiveness.]]></p></abstract>

A c&acirc;mara municipal foi usada como unidade de an&aacute;lise.    Atrav&eacute;s de modelos de equa&ccedil;&otilde;es estruturais s&atilde;o analisadas    as rela&ccedil;&otilde;es entre o estilo do presidente da c&acirc;mara, os comportamentos    dos dirigentes dos Servi&ccedil;os dele dependentes directamente, o clima de    coopera&ccedil;&atilde;o e o clima de confian&ccedil;a entre si e com a efic&aacute;cia    organizacional. Os resultados mostram v&aacute;rios efeitos de media&ccedil;&atilde;o    entre as vari&aacute;veis causais e a efic&aacute;cia, mas apenas o clima de    confian&ccedil;a provou ter uma rela&ccedil;&atilde;o directa significativa    com a efic&aacute;cia percepcionada.
