RESUMO: As armas ligeiras constituem um dos principais instrumentos das violações dos direitos humanos que afectam grande parte das sociedades contemporâneas. A proliferação, a disponibilidade generalizada e o uso indevido das armas ligeiras estão na origem da insegurança, da violência, do sofrimento e da pobreza provocados pelo crime organizado ou não organizado, pelo terrorismo e pelas guerras civis.Neste artigo procura-se mostrar que os esforços desenvolvidos pela comunidade internacional no sentido de regulamentar a produção e o comércio das armas ligeiras a nível internacional não têm sido devidamente acompanhados pelos Estados. Como resultado, tem-se assistido a um aumento da proliferação e do uso indevido das armas ligeiras que, nalguns países industrializados, Portugal incluído, tem levado ao aumento da insegurança, da violência e do crime e, nalguns países em desenvolvimento, além destes problemas, tem contribuído para alimentar conflitos armados que afectam largas camadas das suas populações.

TITLE: The threat of small arms and light weapons

ABSTRACT: SA & LW are common and powerful instruments used in violation of human rights around the world. Proliferation, availability and undue use of SA & LW are responsible for the high levels of insecurity, violence, suffering and poverty induced by crime, organized or not, terrorism and civil wars.In this article, we try to show that the efforts made by the international community to regulate the production and trade of SA & LW have little support at the states level. As a result, we have been witnessing the rise of the proliferation and of the undue use of SA & LW. In some industrialized countries, Portugal included, these are causes of rising insecurity, violence and crime and in some developing countries also affected by these problems, are common sources of armed conflicts.
