O European Council on Foreign Relations publicou em Julho de 2008 um relatório sobre a política de segurança e defesa da União Europeia, com pontos fortes e fracos. É importante avaliar o relatório tendo em conta o estado da Política Europeia de Segurança e Defesa, em que Portugal tem uma participação sólida e empenhada.

Portugal and European Defence
The European Council on Foreign Relations has published last July a report on the European Union’s Security and Defence policies. The report has strong and weak points and it should be analysed taking into account the present state of European Security and Defence Policy. Portugal is strongly committed to the development of ESDP.
