O papel da Organização para a Segurança e Cooperação na Europa tem sido limitado na sua capacidade de decisão e atuação. A União Europeia tem também gerado descontentamento na Rússia, assim como a política de alargamento da nato tem sido descrita por Moscovo como uma ameaça à segurança russa. Por conseguinte, a Administração Biden toma posse num momento marcadamente difícil, apesar da postura do antigo Presidente Donald Trump ter sido errática e ambivalente face à atuação de Moscovo.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The international context in which the relationship between the United States and the Russian Federation has evolved has been marked by dissension and withdrawal, especially so since the war in Ukraine in 2014. The role of the OSCE has been hampered as far as its capacity for decision-making and acting is concerned. The EU has also been the cause of discontent in Russia, and NATO has been described by Russia as a threat to Russian security. As such, the Biden Administration takes office in a very difficult moment, even though the stance of former president Donald Trump was erratic and ambivalent regarding Moscow&#8217;s actions.]]></p></abstract>
