À falta de uma «grande estratégia de política externa», Merkel utilizou o método de reação às crises caracterizado pela mediação e a equidistância entre as forças em competição, tornando&#8209;se no fiel da balança da política europeia e elevando a Alemanha a potência central da União Europeia. Contudo, a equidistância é crescentemente vista como sinal de fraqueza e falta de visão estratégica, resultando na caracterização da Alemanha como uma «potência incerta».]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Angela Merkel and Germany&#8217;s foreign policy: relations with Europe, the United States, Russia and China This article takes stock of the 16 years of Angela Merkel&#8217;s foreign policy, at a time when the international system suffers from strong hegemonic competition between the USA and China. In the absence of a &#8220;grand foreign policy strategy&#8221;, Merkel&#8217;s method of reacting to crises is characterised by mediation and equidistance and elevated Germany to a central power in the EU. However, in the con&#8209; text of the increasingly fierce competition among great powers, this equidistance was increasingly seen as a sign of weakness and lack of strategic vision, resulting in Germany being characterized as an &#8220;uncertain power&#8221;.]]></p></abstract>
