O artigo compara dois momentos decisivos: primeiro, a fase inicial da anexação indonésia e o nascimento da questão internacional de Timor; depois, a fase final da sua resolução, o processo de apoio da Organização das Nações Unidas (ONU), de Portugal e de outros atores no nascimento do Estado de Timor-Leste. O artigo demonstra que, em 1975, os atores não tiverem em consideração as razões normativas. Contrariamente, a partir de 1999, os atores foram socializados a considerarem a ilegitimidade da anexação indonésia e a decidirem em conformidade com as normas internacionais]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract This article proposes a theorization on the dynamics of material power and normative power reasons in international politics to explain the East Timorese question. The article compares two decisive moments, firstly, the initial phase of the Indonesian annexation and the birth of the international question of Timor; secondly, the final phase of its resolution and the birth of the East Timor state, supported by the United Nations (UN), Portugal, and other actors. The article shows that, in 1975, the actors did not consider the normative reasons. On the contrary, from 1999 onwards, actors were socialized to consider the illegitimacy of the Indonesian annexation and to decide following international norms.]]></p></abstract>
