Para além dos efeitos militares e políticos de curto prazo, utilizar forças militares credíveis produz também um efeito duradouro devido à mensagem de credibilidade que também se gera. A elevada probabilidade de ocorrência de crises na franja mais baixa do espetro do conflito é uma oportunidade para que as médias potências, com níveis de ambição estratégica como Portugal, possam capitalizar o seu papel nas relações internacionais. Este objetivo obriga a manter forças militares de nível tático de primeira linha, assegurando as capacidades necessárias para integrar forças de reação rápida no âmbito da Organização do Tratado do Atlântico Norte.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract The current peace support operations in the Democratic Republic of Congo, Mali and the Central African Republic are evidence of a structural change in traditional operations due to the operationalization and recommendations of the Brahimi Report. In addition to short-term military and political effects, the use of credible military forces also has a lasting impact through the message of credibility it sends. The high probability of crises at the lower end of the conflict spectrum allows middle powers like Portugal to capitalise on their role in international politics. This objective requires the maintenance of first-line tactical military forces while preserving the necessary capabilities to integrate rapid reaction forces within the North Atlantic Treaty Organization framework.]]></p></abstract>
