Durante períodos de hegemonia como o que vivemos após a Guerra Fria, estas infraestruturas tornam-se despolitizadas, uma vez que todos os Estados que participam na economia globalizada têm acesso a elas e a potência hegemónica tem incentivos para garantir a sua segurança. Neste artigo procuro demonstrar que o aparecimento de rivais sistémicos, como aconteceu nas décadas que antecederam a Primeira Guerra Mundial e como acontece nos dias de hoje, transforma o controlo sobre as infraestruturas da globalização numa arena de competição entre grandes potências.]]></p></abstract>
<abstract abstract-type="short" xml:lang="en"><p><![CDATA[Abstract Globalization depends on infrastructures that enable the movement of information, people, and goods. During periods of hegemony, such as the post-Cold War period, these infrastructures become depoliticized because all states participating in the globalized economy have access to them and the hegemonic power has incentives to guarantee their security. In this article, I try to show that the emergence of systemic rivals, as happened in the decades before World War I and as is happening today, transforms control over the infrastructures of globalization into an arena of great power competition.]]></p></abstract>
